W.H.O. decides our future?

Last week’s newsletter introduced the use of the Freedom of Information Act (FIOA), which was created to work for the American people.  We will employ our legal and civil rights, and use the FIOA to stop the World Health Organization’s Pandemic Preparedness Treaty. (The Freedom of Information Act gives any person the right to request access to records of the Executive Branch of the United States Government. The records requested must be disclosed unless they are protected by one or more of the exempt categories of information found in the FOIA.)

 

Most Americans never need to learn the ropes – and snakes and ladders – of the inner workings of governmental happenings, especially at the international level, beyond our borders and everyday lives. Yet, with today’s globalist undemocratic gross citizen overreach, being planned and implemented in a vast web of obscure and labyrinthic organizations, we all had better make these governance issues our business and we better do that today.  

 

A large part of how the unelected Globalists have been able to enact all the troublesome programs over the past, especially noted since 2019, is that they count on the citizens of the world not being able to understand their complex and nuanced ways of dealing, and that is speaking about their conventional regular processes.  Today, all bets are off. Here, at OCOC, along with our technical expert partners, we hope to detangle their webs of secrecy and deception.

 

Today we examine, the question of “Who gave who the authority to represent us, for example at the World Health Organization and also at the World Health Assembly also, the highest level of policy guidance globally?”.   It appears there have been irregularities and we, as the citizens and taxpayers of our civil servants, who sit nationally and internationally, and also, we as the majority rule of our democratic nation, are asking please where are the instruments – named the Letters of Delegation of Authority from the lawfully and democratically-arrived, seated offices of the Secretary of State –  for all these faceless, nameless bureaucrats and others making our decisions?

OCOC’s suggested LETTER TO SEND:

 

 

To whom it may concern:

 

Thank you for assisting me.

 

Due to the fact that governance of the World Health Organization, a Specialized Agency of the United Nations, has now been dispersed to non-governmental channels throughout all multi-stakeholders*, I must request various documents. *By definition, multi-stakeholder governance includes the public and private sectors, academic institutions, civil society and the media.  Please excuse this necessity to request from all facets of decision making, an arrangement, I was never asked to vote upon.

 

Since the World Economic Forum (WEF) now has an operational partnership agreement with the United Nations, (13 June, 2019) of which the W.H.O. is a Specialized Agency, the governance structure has gone from government to government as multilateral, to a public – private sector merger, and thus to what is now termed multi-stakeholder governance.

 

As such, I kindly request the names and contact information, along with any and all official Letters of Delegation of Authority which authorized any employee of the Department of Health and Human Services (or any non-government employee) to officially represent the United States in the negotiations of all the people who have been officially authorized to participate in the many and various multi-stakeholder decisions and negotiations being conducted.  I am requesting this information from within all of the following entities, structures, mechanisms and processes.

 

•World Health Organization and the Pan American Health Organization

 

•Working Group for amendments to the International Health Regulations (WGIHR)

 

•World Health Assembly (WHA) and its Intergovernmental Negotiating Body (INB)

 

•WHO Health Emergency and Disaster Risk Management Framework

 

•World Health Emergencies

 

•Global Health Security Agenda

 

•Global Preparedness Monitoring Board

 

•Global Health Security Alliance

 

•Partnership for Health System Sustainability and Resilience and the Collaborative Surveillance Initiative of the World Economic Forum

 

•Any and all bodies created related to the Bureau’s text of the WHO convention, agreement or other international instrument on pandemic prevention, preparedness and response (WHO CA+) A/INB/5/6 Provisional agenda item 2 / 2 June 2023, including the:

 

•Conference of the Parties;

 

•Implementation and Compliance Committee;

 

•Panel of Experts to provide scientific advice;

 

•Pandemic-Related Products Expert Committee;

 

•Benefit-Sharing Expert Committee; and

 

•Secretariat.

 

I also wish to see the names and contact information and the Letters of Delegation of Authority for American citizens connected to, or supported in anyway by, the America government who are connected in any manner to the WEF, who attended meetings and events supported by the WEF, and its auxiliary bodies, of which there are numerous.

 

-This includes all of the WEF created global governance/ influencer bodies, namely the Centre for Health and Healthcare.

 

-This also includes a regular body appearing at the World Economic Forum, the Geneva Graduate Institute, which, apart from being an academic institution, also houses various institutes and programs which are directly and practically involved in capacity development and supporting of global health governance and are:

 

•The International Geneva Global Health Platform (the Platform); funded by the Swiss government and founded in 2014;

 

•The Global Health Centre, founded in 2008;

 

•The Governing Pandemics Initiative, a one-stop shop tracking efforts to strengthen global pandemic governance; and

 

•The Global Governance Centre.

 

I am requesting names and contact information of all US government paid persons connected to these advisory bodies to the now in power, multi-stakeholder global health governance, via the WEF.

Seeing as the W.H.O. rests beyond the scope of the Economic and Social Council of the United Nations, (ECOSOC) and thus not under oversight by this means, and because it is W.H.O.’s own appointed/elected boards and committee’s which generally oversee itself, I am also requesting the names, contact information and Letters of Delegation of Authority for government funded American citizens who are involved in any monitoring and evaluation of the W.H.O.

 

Further, I am requesting all the names and contact information and Letters of Delegation of Authority which authorized any American government salaried person to officially represent the U.S.A. in the World Health Assembly, as well as for those Americans paid by the US Government, or government supported entity, who acted in the capacity of Advisor or Expert to the US Agency for International Development (USAID) or to other bilateral or multilateral agency in that capacity, and who had influence in decision making authorities, as related to the W.H.O.

 

In addition, if US citizens, who are employed by the United States Agency for International Development (USAID), are involved in decision-making, or on decision making or authoritative Boards or other mechanisms, I would also like to receive the names, contact information along with copies of all the Letters of Declaration of Authority for these persons also.

 

The same information is also requested which pertains to those Americans involved in the Bureau for Global Health, The Bureau of Global Health Security and Diplomacy (GHSD), the Centers for Disease Prevention and Control, along with academic and research institutions, as well as of the key advisory and  financial contributors from private sector companies, from media, and from non-profits also, who help to shape global health governance through means of decision making and influence, as all these parties are involved in the new multi-stakeholder decision making frameworks, and thus in governance.

 

Such Letters of Delegation of Authority would most likely come from the Department of State. I understand this, so I am also submitting a request for similar documents from the State Department. I am requesting any such authorization RECEIVED by any employee of the Department of Health and Human Services (or any non-government employee).

Also, I believe that any such Letter of Delegation of Authority must have been published in the Federal Register, so I also request all links to any such official publications.
